The Temporary Skill Shortage (TSS) Visa allows skilled workers to come to Australia and work for an approved business. To qualify for this visa you’ll need:

Occupations eligible for nomination are listed on the Department of Home affairs website as short or medium/long term lists, which is updated twice a year January 1^stand July 1^st.

You must be sponsored by an approved business. A business can sponsor someone for this visa if they cannot find an Australian citizen or permanent resident to do the skilled work.

You can be in or outside Australia when you lodge your application.

The TSS Visa is for anyone who has found a company willing to hire and sponsor foreign workers for skilled Australian jobs, for which you have the skills and experience required. Before applying you must have found a company hiring you and have received the confirmation that the company is indeed sponsoring you. This Visa is mainly used to employ or transfer a foreign employee when the company has not been able to find the appropriate resource on the Australian labor market.

Here are the details of the procedure:

A company needs to hire someone for a skilled job.
This company does not find a person on the Australian territory who meets the hiring criteria.
The incorporated company nominates a skilled position to be filled in by the individual. The position shall be paid at a certain level.
The company finds this person abroad and wants to hire her or him. This person can therefore benefit from a temporary residence visa along with a work permit which can go up to 4 years.

Duration and permanent residency access:

If you are granted a TSS visa after 18 March 2018 off the STSOL list, it can only be granted for 2 years. It can be renewed once for another 2 years. You will not be allowed to apply for a permanent 186/187 visa under that occupation if it is on the STSOL.
If you are granted a TSS visa after 18 March 2018 off the MLTSSL list, it can be granted for 4 years. You will be able to apply for a permanent 186/187 visa after 3 years on a 457/482 visa if that company decides to nominate you.
